July 8, 2008 – Governor Minner signed Senate Bill 222, which establishes the Delaware Stars for Early Success program within the Delaware Department of Education. This voluntary quality rating and improvement plan will assist families in selecting services for their children and will support early childhood programs by offering services to improve their quality.
